[CQ-Contest] NAQP Power Level

Couldn't disagree with #2 more.  A not-insignificant percentage of QSOs 
in NAQP is with casual hams who are simply spinning the VFO. Especially 
NAQP where there is not the frenetic pace as Sweeps or one of the DX 
contests.
