[CQ-Contest] Kill 0,1,2,3 and go for just 3 points

Along José's line of thinking, I like 1 point in own zone and 3 points 
elsewhere.  The 0 point QSOs are really stupid, with many stations 
ignoring you, or if they work you, then don't log you.
