[CQ-Contest] Kill 0,1,2,3 and go for just 3 points

Currently :

Tanger (CN)-> Gibraltar (ZB) what a great DX and very difficult path (56 
km): worth 3 points

Tunis (3V8)-> Palerme(I) still a great DX and very difficult path 
(300km) : worth 3 points

Lisbonne(CT) -> moscow (RA) 3914 km : worth 1 point

Miami (W/FL)  -> Seattle(W/WA) 4400 km : worth 0 points

Where is the DX/difficulty logic in all that ?

An other point: area of Europe : 10.2 M.km2, USA 9.8 M.km2

For what historical reason Europeans can make QSO+multiplier inside 
Europe and not USA inside USA ?
