[CQ-Contest] If I designed a dx contest

If I designed a WW contest from HS, I would likely do what existing contest
designers did-- serve my own situation.

Because there are less than ten active contesters within one hop of HS,
then MY contest will give 10 points to working inside one hop.  And, I
would give 10 pts to anyone working HS (one pt to all other contacts,
except within NA where it would be one point to every 1000 NA-to-NA
stations worked).

Please get my idea...... all contests are, one way or another, written to
favor those writing them, just human nature.  If people wish changes, that
is not going to happen, so just re-score existing logs via different (your)
