Gerry,

Field Day Rules specifically say that General Rules DO apply.

I have ALWAYS viewed FD as a contest -- it was my introduction to 
contesting as a teenager, my mentors in ham radio viewed it as a 
contest, and I believe it has been the first intro to contesting for a 
large fraction of NA contesters.
