[CQ-Contest] Convergence and Change

To prevent confusion...  There has been no decision or announcement about
any changes in the CQ WW Contest rules for 2016.

All of the speculation here has been in regards to an editorial that
appeared in the May 2016 issue of CQ Magazine.
