[CQ-Contest] Very basic question on 80M for upcoming CQWW SSB

When I am working HP, no problem where to call CQ and americans answering
(East Coast) in all PHONE Band 3600-3799 kHz.
When I am working LP, I must find them up 3800, if they listening down.
Sometimes they answering where I am calling CQ Contest in lower band
portion.
