[CQ-Contest] Log what was sent

That seems to only apply if the station isn't sure what zone he's in or
asks what zone he's in. If the station is very assertively sending the same
zone number QSO after QSO, no matter where I think he is, I am gong to log
what he sent. How am I to know where he really is? He may be a guest op at
someone else's station.
