[CQ-Contest] ARRL 10M Rules Clarification

A recent CQ magazine announcing the ARRL 10M - says

"CW and phone both allowed in this contest. Enter CW only phone only or mixed. However this year for the first time dual CQs are prohibited. One no longer is permitted to alternate CQs on CW and then SSB as a result of the new General Rules adopted by the ARRL. "


But the first rule of the General Rules is

Precedence of Rules:


1.       1.1.Rules for individual contests or events, including Field Day, take precedence over all General Rules.

The 10M Rules state:


6. Miscellaneous:

6.1. Single Operator Mixed-Mode and Multioperator stations may work stations once per mode.

6.2. Your call sign must indicate your DXCC country if competing as DX. (N6TR in Oregon does not send N6TR/7, but K1NO in Puerto Rico must send K1NO/KP4 or KP4/K1NO)

6.3. All entrants may only transmit one signal at any given time; alternating CQs on two or more frequencies using the same band and mode is prohibited.


6.4. All CW contacts must take place below 28.3 MHz.

6.5. Stations that enter a mixed-mode category may change modes at any time.

my question is was CQ wrong or is there another set of rules ? Can a station run alternating SSB and CW CQs as this does not get caught under 6.3?
