Is the use of skimmers/RBN nowadays allowed in all categories?

All who dual cq keep two frequencies warm.

Nobody is keeping a 2nd frequency warm.  With skimmer/RBN etc. in a CW
contests, it's not necessary and it's a needless accusation.
