Hi Mike,
My buro return was around 5% last time I checked. At that time, my LOTW
return was around 25%, and eQSL around 50%.
Today, LOTW is around 55%, and eQSL dropped to around 45%.
I completely missed the meaning of you original question: "Why would
anyone return unwanted cards?"
I read it: Why would they (buros) return cards.
