If you have a "no buro" policy then returning unwanted cards tells the
foreign bureaus and stations not to forward cards for you. Only some
bureaus will return cards, however.

I am a bureau sorter with W2. Our policy is to send a courtesy mailing to a
potential new subscriber and if they choose not to subscribe we just
discard future cards for that call. Eventually when DX stations don't get a
reply or they read the station's QRZ page that says "no bureau" they stop
sending.  Sometimes if we get a lot the bureau manager will contact the
foreign bureau and explain to them. Helps save cards and postage.
