Exactly what about posts in this thread have anything to do with any 
government regulation?  Do you mean rules established by contest 
administrators?

Yes on sending speed, NO on ID once per hour. That IS a violation of 
LAW. And if contest rules don't require ID at shorter intervals, they 
should. :)
