Actually, the Russian DX contest, currently running, does exactly that -
If you work folks who do not send in a log, and those same stations do
not work many others who send in logs, those QSO's are removed from your
log with the note "not in contest" in the log checking report.
A good reason to not operate that contest, especially for those outside
of Russia and Europe.
