Not exactly.  In Canada that might be true, but all KH2/KH6/KH8/KH0 station
send PAC even thought they are 1000s of miles from each other.  Same for
KP2 and KG4, lumped into the West Indies section.

I am just glad that the ARRL doesn't make VO1 and VO2 separate multipliers
and VY1/VE8/VY0 separate or getting a sweep would be extremely difficult.
