[CQ-Contest] ARRL DX Club Rules

I'm bringing this up at the ARRL programs and services committee
meeting this Thursday. I do think it should be apportioned. I've also
let Zev, N2WKS (CAC rep) aware of it so he can discuss it in their
meetings and they can make a recommendation.
