[CQ-Contest] Rules for WRTC...oops

Does each country that hosts the Olympics decide on the rules for the 
games/events or how participants are selected?

No.  So why not a WRTC committee to decide on the rules and each host 
follows those rules, rather than each host society creating new rules 
for each WRTC?
