Bob,

ARRL handles D.C. correctly.  Contests based on "States" as multipliers
include D.C. separately because D.C. is not located within any "State".
Contests in which "sections" are multipliers correctly include D.C. within
the MDC section.

The U.S. Constitution (Article I, Section 8, Clause 17) provided for a
District to be not within any State, but admittedly is silent   on ARRL or
RAC section boundaries.  (For any contester interested in the reasons why
D.C. is not within any State, James Madison addressed this in *The
Federalis*t No. 43.)
