Sorry Jim.  Its no one's responsibility to pull a small signal out of the mud.  If you want to be heard, or anyone else wants to be heard, and having difficulty, improve your signal.  On the otherhand, many of us contesters want to be able to pull as many signals out of the mud to increase the Qs we can accomplish in the contest.  I have many good receiving antennas for this purpose.  

But to take the step that its somehow our responsibility to complete the connection?  No way.  There is mutual interest.  I have put investment into good receiving capability at a nice low noise location.  If I can't hear someone, they seriously need to up their game.  And if someone voluntarily decides to go QRP, then they either up it, or realize that 5W on the low bands is just not good enough most of the time.

Simply because my QRP into very good antennas is comparable to (or maybe 
even better than) 100W or 500W into a typical little pistol's antenna. 
And all of those stations should at least have a shot at all the mults. 
Yours is one of the best signals from VE3, right up there with VE3EJ, 
and you both have pretty good ears.
