[CQ-Contest] EU out of band on 160

Scott, you just can't do it accidentally if your radio can't transmit
outside of the EU band limits. Most of the radios purchased in Europe come
with that restriction.

And also if you set your country's band plan in your contest logger you
won't see any spots outside of it.
