"Why do you contact the station when you know it is violating the
rules ?  Who has the biggest fault ?"

Easy:  The person who operated beyond the limits of her/his license
has ALL the fault.

As has been mentioned here, how am I supposed to know that the station
in another country does not have some special permission to go below
1810 for the contest?
