The file have to be called  IARU_xxx.txt  for the autodownload of CHF
with command CHANGE  in N1MM+

The file is already there:  IARU_2020.txt  and will be updated as
new info arrive from N6TV and OZ0J
We already added W1AW/4

I am only colleting changes from the file last year, and HQ2019Final.txt If
from 2019 and will not be changed.
