[CQ-Contest] [PVRC] A DX Contest on the WARC bands -- A terrible idea

It is really no different than CQ magazine's DX Marathon other than it only
runs a month and does sum DX entities from each band together, but one
could argue that the DX Marathon is just as much of a contest on the WARC
bands since they (and 60 meters) are permitted for scoring.
