Much the their credit, the SEDXC updated their contest rules 
for what will hopefully be a very popular DX contest.

It is really no different than CQ magazine's DX Marathon other than it only runs a month and does sum DX entities from each band together, but one could argue that the DX Marathon is just as much of a contest on the WARC bands since they (and 60 meters) are permitted for scoring.

"Contest"? If they called it an "Activity tracker" or "QSO Party" would 
that have been better? 

The ARRL encouraged activity on all bands and modes in 2014 with their 
Centennial QSO Party. Including awarding points for WARC bands. And it
