No, it means that you can solicit spots off the air.  You now need a social
media director to broadcast your spots on:
Reddit
qrz.com
Facebook
Twitter
cq-contest
eham
packet
instagram
pornhub

etc.

The entire concept of not soliciting contacts by non-amateur means is now
-gone-
