[CQ-Contest] ARRL to allow self-spotting in contests = NO DRAMA

I just checked the latest DX-Rules.pdf (arrl.org)
<https://contests.arrl.org/ContestRules/DX-Rules.pdf>. It contains this
line in the Prohibited Conduct section. *PROH.4. Spotting your own station
("self-spotting") or asking to be spotted by another station.*
