[CQ-Contest] ARRL to allow self-spotting in contests

Jamie Dupree (NS3T) actually did it for a few years at
radio-sport.net. It was nice to read.

This was before realtime scoreboards and before 3830 was an actual
website vs a mailing list/on-air net.
