Ed,

Q: Where does it say anything relative to self-spotting for any category?
A:  It doesn't.

And as has been said numerous times now, self-spotting is no longer forbidden for any category.

All rules mentioning that self-spotting was forbidden have been removed entirely or reworded.

Self-spotting is not equivalent to or entitle one to being assisted.  

Everyone is allowed to "Transmit" spots; only multi-ops or unlimited (assisted) single ops may "Receive" spots.
