I agree about making a "NIL" on his contact.

This makes me wonder if the contest sponsor is actually checking the 
logs even with that relaxed way of thinking.

  Not logging him is a start, But at the same time you are also 
punishing yourself too.
You spent the time making the somewhat contact.

I wonder what the offending stations Cabrillo file looks like. if it has 
the signal report in it.

The only thing I can see doing is in the soapbox areas complain about 
people doing this,
and maybe post recordings of the offense happening, and let the 
tradition of being self policing happen?

If it is a part of the exchange it MUST be included.
