It appears that the ARRL Contest Advisory Committee will look at possible changes in Sweepstakes rules. In the Jan/Feb 2025 NCJ (should be online soon) my editors column has a graph of contest log data over the last 20+ years - showing other contests growing, SS flat to declining.
You can find the email addresses for your division CAC rep and all the others at https://www.arrl.org/arrl-staff-cac 
Direct contact to the CAC is the best way to see change.
