[CQ-Contest] NCJ Mag - only with a full ARRL Membership?

I've been getting a few questions like this with various different things being said by the ARRL side. I just asked the managing editors if there had been a formal decision yet (as of a few weeks ago the answer  was "soon") - I'll post when I get anything back from the ARRL.
I'm sure they are worried about the already dropping number of QST subscriptions and don't want to trade full subscription revenue for half that but as Mike points out NCJ-only at least for non-US would make sense.
