[CQ-Contest] repeating Callsigns

A closing CQ - in replacment of test - is going to be faster to send and 
more efficient for rate.  The S&P operator tuning across that call and 
hearing CQ at the end knows "call immediately" is the next action 
warranted.  With "test" - he may want to wait for you to call again.
