[CQ-Contest] Many US stns out of band

Below 7100 is a far cry from a temporary spill over below 7125. It’s sloppy point and click operating from cluster spots. Regardless of what the RAC says on the subject , I don’t recall seeing any such exception in either contest or FCC regs for US hams.
