CT QSL label sort program?

I am looking for a program that will take either the CT xx.bin file or
label file and sort QSL labels in BUREAU order. For some reason in CT
version 7/8.(9?) labels are sorted by NUMBER,PREFIX,SUFFIX this is a
major hassle for contest expeditions when generating a big BUREAU
shippment. The ARRL expects (and I don't blame them!) them in
NUMBER,SUFFIX,PREFIX order (special case for 4 land with 2 bureaus;
single letter/2 letter prefix). Does anyone know of a program to
do this sort??
