new .DAT files for CT

Recently, Yukon changed their postal abbreviation to YT (from YU).
Therefore, I have made the default section name YT and CT will
accept both YT and YU as valid section aliases.

The following GET commands can be sent to CT-USER-REQUEST@eng.pko.dec.com to
obtain the updated files:

GET sec.dat
GET fd.dat
GET ar160.dat
GET ar10.dat
GET cq160.dat
GET ardxdx.dat

You can also download them as a group by requesting:

GET ct-dat.zip

The file will be sent UUencoded, you'll need a UUdecode program to un-encode
it.
