[ct-user] Time editing bug in 9.34

I needed to enter all my ARRL 160 contest QSOs and edit the times.

I used ALT-F and typed in the time "0041".  On the CT logging screen it
shows up as "0541".  This is the time offset from GMT.  The real-time on
the CT logging screen is correct - CT found my TZ environment variable and
did the right thing.

Ken, you are adding in the offset somewhere you're not supposed to, in the
process to edit times of QSOs.
