[ct-user] b2r9 - r2b9 problem

Look at the new BIN file in CT and note that most likely all your
times were increased by 7 hours (not the dates). Run CT_TIME to
subtract 7 hours from all times messed up by the dual conversion. 
Type CT_TIME at the DOS prompt to get instructions.
