[ct-user] CT939 on the WEB

CT939 is now in ctvault. Please test as much as you can on Sunday and
Monday. If anything is seriously wrong, I can fix before ARRL.

* Fixed SS abbreviation problem
* Fixed WPX scoring for 1999
* Fixed "Out of band" in VHF contests
* Fixed -debug switch
* Started Y2K updates
