[ct-user] Ctrl-F9 reporting feature

 Be aware if you get a late start in a contest, say you miss the first two
hours, Ctrl-F9 shows your rate analysis starting from the contest start
time and not the actual time you started. So, all the hourly rate displays
are off by that 2 hr amount. V9.37 shows this behavior.
