I don't think there is a way around it.  NT gives priority to any 32-bit
applications running and runs 16-bit applications when it feels like it
(that's a generalization, but you get the idea...I'm sure CT is 16-bit).
 From personal experience, even 16-bit Windows applications are sluggish.
