[ct-user] ALT-F fix time bug?

I cannot say that I have observed this problem.  In all versions of CT which
I have used (I'm up to 9.48 now, and will soon load 9.49), I have set the
time using the SET TZ=EST5 statement in my batch file and have never had to
correct any times.  My PC is set on local time.
