[ct-user] we need regression testing

What if each of us ("us" being CT users very interested in its reliability)
signed up for a small chunk of CT's functionality and committed to test it 
within X days of a 9.XXX build being put on the web? Maybe have 2-3 folks 
signed up for each small chunk to cover vacations or times when the station is 
torn down, etc, as well as boosting the confidence in the testing most of the
time.  A trivial web interface driven by email to a robot could drive both a 
test coverage indicator and a means of getting out very early warnings about 
problems.
