If they are both bootable, primary partitions, then the simple answer is 
YOU CAN'T. The computer will see only the DOS partition when you boot to 
DOS, or the Windows partition when you boot to Windows.

However, you can get around this by creating a (third) extended partition 
that is FAT formatted, and installing CT there.  When DOS boots, C: will be 
the boot (DOS) partition and D: will be this FAT formatted partition.  When 
Windows boots, C: will be the boot (Windows) partition, and D: will be that 
same FAT formatted partition with CT on it.  So just run CT from the D: 
drive and you'll be all set.  When you boot up Windows, you'll have access 
to all the stuff on the CT partition.
