[ct-user] no band change

I'm still trying to find out why I cannot get the band change to work. I
borrowed a friend's copy of CT 9.65 and tried it on my computer. At his
suggestion, I started the program with this batch file:

@echo off
comtsr1 -pl -b4800 -n81
ct -d -now %1 %2 %2 %4 %5
comtsr -u

Running this with his version of CT (9.65), all works fine, including radio
control. If I remove the version 9.65 CT.exe file and replace it with the
latest version offered on the web page I cannot change bands. Alt-F1 and
Alt-F2 do not change bands either on the program or the radio.

This is being run as a DOS program in Windows 98SE. My computer is a Pentium
III running at about 600 MHz.
