[ct-user] Loading DTA File for CT WIN

Hi!
I'm trying to figure out how to load a Master Callsign Database file into the path for  CT WIN so it launches properly....Anyone have an idea as to the proper steps to load it & turn it on ?  THANXXX MUCH !
