[ct-user] Cabrillo to CT converter version 4.0 (beta) needs testing

This version should work on both DOS and Windows computers.  Thanks to 
Mark, KD4D for reminding me about the Open Watcom compiler.

I am still waiting for someone to try this program on a DOS computer. 
If it works, please let me know!
