This version should work on both DOS and Windows computers.

- added ALL-ASIA contest (for ON5SV)
- fixed a run/mult radio bug in the CT header
- Added support for non-integer Cabrillo versions (like 2.3)
- force default mode if not specified in CATEGORY tag
