[ct-user] Country file (zone) issues from 2008 CQWw CW

There's no issue with the name.  Serrana Bank is an island that used to 
be a separate DXCC entity, but is deleted, and now counts the same as 
San Andres.  There's no way I can list all the islands (San Andres, 
Providencia, Serrana Bank, Roncador Cay, Bajo Nuevo) in the name.
