[Fourlanders] what might he be observing?

Over the weekend I was in Virginia seeing my daughter who was recovering from hip surgery. She had a soccer injury which resulted in arthroscopic surgery last Tuesday. They removed a chip from the joint as well as filed down what was described as a "hang nail" on the joint. She's expected to recover well. 

Anyway... traveling down I-75 this evening I had a regular QSO with John, N4AOW. Always catch him on .52 simplex while passing through the Chattanooga and Cleveland areas. 

This evening he brought to my attention something he has observed at his QTH. A signal which begins at some VHF frequency, moves through 145.500 and continues to 146.52 and beyond. Sometimes it contains something like CW in the signal. It lasts for about 10 seconds and can be heard on a regular basis at :06 and :36 after the hour. 

I was not able to gather more information because I was out of range. 

So... any idea what he might be hearing? He says this signal anywhere he goes in his county.
