[Hooper] Marriage of Richard Hooper

Hooper Genealogy shows "Richard Hooper and Ibby, his wife m. Dec 23,  
1806 by Obadiah hooper, Esq".

In Franklin County, Georgia Marriages Dec 1805-1850 by Martha Acker,  
page 4 "Smith, James and Poe, Elizabeth married 25 Dec 1807-  
Frederick Bealle, C.C.O. Jan 1808,  Ob Hooper, J.P. Source: Volume 1,  
page 14".
One would assume if Ob Hooper was J.P. in 1808 that his son's  
marriage would be recorded somewhere, but I have not been able to  
find it in any County or State of Georgia.  Could this records have  
just been lost?
